Limitations

The framework has several limitations. First, it is conceptual. The propositions identify expected relationships between design conditions, mechanisms, and outcomes, but they do not establish empirical effects. Second, the model is integrative. Its novelty lies in synthesis, boundary definition, and design-theory articulation rather than in inventing attention theory, situation awareness, conversation theory, organizational memory, or AI governance.

Third, the model depends on organizational capacity for governance. If decision rights are unclear, authority is politically distorted, dissent is punished, or audit trails are ignored, EOE may become ceremonial. Fourth, organizational representations are always partial. No executive operating experience can guarantee complete correspondence with reality. The framework therefore requires uncertainty, freshness, provenance, and contestability, but these do not eliminate representation failure. Fifth, AI-mediated prioritization may shape executive agendas in undesirable ways. Rationale disclosure and contestation reduce this risk but do not remove it. Sixth, operating memory can institutionalize error as well as learning. Expiry, supersession, correction, and provenance are necessary but must be studied empirically.

Seventh, collective executive operation is shaped by informal power, organizational politics, trust, and psychological safety. The model requires dissent preservation, but it cannot ensure that participants will use dissent channels honestly or safely. Eighth, the paper does not define implementation architecture, interface components, or software behavior. It remains at the level of constructs, mechanisms, principles, propositions, governance, and evaluation.

Ninth, the manuscript remains evidence-production incomplete at this stage. PAPER-008G5 resolves visible citation placeholders into explicit evidence statuses, but page-level full-text support, formal governance and evaluation source families, journal-ready tables, and target-journal bibliography normalization remain required before external submission. Tenth, the framework may be interpreted differently across disciplines. Information systems reviewers may treat EOE as an extension of executive support or BI; HCI reviewers may treat it as a human-AI interaction pattern; organization design reviewers may read it as a governance model. These interpretations are reasonable. The manuscript should preserve the integrative unit of analysis while acknowledging that different venues will emphasize different parts of the framework.
